Dear Prime Minister,
I am required by section 58(4) of the Regulation of Investigatory Powers Act (RIPA) 2000,
as amended by section 6 of the Data Retention and Investigatory Powers Act 2014, to
make a report to you with respect to the carrying out of my statutory functions as soon
as practical after the end of each year and, after the end of each half year.
My first report for this year was laid in Parliament earlier this month. That report covered
IOCCO’s review of directions issued under section 94 of the Telecommunications Act
1984.
I now enclose my second and final report for this year which covers the work which
IOCCO conducted during the calendar year of 2015. Much of the work that this report
covers was undertaken prior to my taking up office on 4 November 2015.
You are required to lay a copy of my half-yearly reports before each House of Parliament
(together with a statement as to whether any matter has been excluded because it has
appeared to you, after consulting me, that publication of that matter would be contrary
to the public interest or prejudicial to matters specified in section 58(7) of RIPA). My
expectation is that you will feel able to lay this entire report before Parliament.
